BIBESOIN
The Better Inspection for Better Social Inclusion (BiBesoin) project addresses the critical challenge of achieving equity and securing strong outcomes for learners vulnerable to disadvantage. This initiative has brought together inspectorates and education professionals from various European organisations to exchange knowledge and experiences regarding educational and inspection practices. By focusing on how inspectorates can stimulate social inclusion and equity in education, BIBESOIN has facilitated a beneficial learning environment.
Through this project, partners have engaged in the international debate on inclusion, inspection, and evaluation, free from domestic or political pressures. This collaboration has supported the professional development of participants and enhanced inspection and leadership practices in their respective regions. The insights gained from BIBESOIN are aimed at contributing to the improvement of wellbeing and educational outcomes for disadvantaged learners across Europe.
The project partners and how “BIBESOIN” led to “TESSIE”
This initiative brought together five education inspectorates from Cyprus, Estonia, Flanders, Malta, and Wales, alongside the Institut des Hautes Études de l’Éducation et de la Formation (IH2EF) of France, and was led by SICI. The project also benefited from the critical insights of Instituto de Secundaria Monastil, a secondary school in Elda, Spain.
The TESSIE toolkit, developed collaboratively by these partners, serves as both a framework and a collection of national and regional inspection tools and evaluation approaches. Its goal is to facilitate dialogue among European education partners—including inspectorates, school training services, leaders, teachers, and learning support assistants—in their pursuit of quality and equity in mainstream educational settings.
The framework is rooted in extensive research and literature, informed by the inspection frameworks of the participating partners. Funded by an Erasmus Plus grant under the Key Action II call, BIBESOIN represents a pioneering effort to enhance educational equity across Europe.
