Open consultation: Education inspection framework 2019: inspecting the substance of education

The proposed new education inspection framework covers early years, state-funded schools, non-association independent schools and further educationand skills.

It puts a renewed focus on the substance of education, with a separate judgement on ‘quality of education’ to evaluate the intent, implementation and impact of the curriculum. This would replace our current judgement on ‘pupil outcomes’. The four judgements being proposed are:
  • Quality of education
  • Personal development
  • Behaviour and attitudes
  • Leadership and management
This is the most evidence-informed framework that has been proposed in England. It is based on Ofsted’s own research and a review of international evidence on educational effectiveness. You can read the research commentary that accompanies the framework here.
